2/24/2012 - Empty Holster Protest
College campuses throughout the state of Georgia

The Libertarian Party of Georgia, along with the following organizations, request that the Board of Regents of the University System of Georgia (USG) review and reverse its policy banning firearms on USG campuses throughout Georgia (a policy that directly violates the second amendment rights of its students, employees and on campus visitors).

Co-Host Organizations:

Georgia Tech Students for Concealed Carry on Campus
Georgia Tech Marksmanship Club
Young Americans For Liberty - UGA
Youth For Paul - UGA
ConcealedCampus.org

In solidarity, and in an effort to increase awareness and encourage continued discussion of this topic, the Libertarian Party of Georgia has organized a statewide “Empty Holster Protest,” that will occur on the eve of its Annual State Convention to be held in Athens, Georgia on February 24 & 25, 2012.

The “Empty Holster Protest” will be observed throughout the state on Friday, February 24, 2012. Students and employees of the University System of Georgia, as well as citizens in support of equal carry rights for these individuals, are encouraged to wear and carry visible “empty holsters” on February 24th, both on and off campuses throughout Georgia.

WHY: To increase awareness of and call for the immediate review and reversal of the University System of Georgia’s ban of firearms on college campuses throughout the state of Georgia

HOW: Interested in additional information, participating, or helping spreading the word? Visit our Facebook event “Empty Holster Protest – Georgia” or email doug.harman@lpgeorgia.com

HISTORY: During the 2010 Georgia General Assembly Session state lawmakers introduced HB615 (http://www1.legis.ga.gov/legis/2009_10/fulltext/hb615.htm) for consideration. It served as an amendment to revise state laws which govern the carry of concealed weapons that included: revision of the methods by which weapons licenses were issued, locations license holders were permitted to carry firearms and to prohibit the seizure of firearms from citizens by state officials during state or federal emergencies.

During a January 27, 2010 hearing on HB615 held at the state capitol by the House Judiciary Committee (non-civil) and chaired by Rep. Ed Setzler, University System of Georgia (USG) officials introduced into the record a statement (http://www.usg.edu/pub_docs/GunStatement1.10_.pdf) by Board of Regents Chairman Robert F. Hatcher, Chancellor Erroll B. Davis Jr., and the 35 institutional presidents, supporting the current Georgia law, which, with limited exceptions, prohibits the possession of firearms on college and university campuses.

All public universities in Georgia are independently governed by the Board of Regents. This independence is guaranteed by the Georgia Constitution. As a result, the General Assembly in Georgia was unable to initiate a change on college campuses via state legislation. Since that time the USG has failed to reconsider its policy banning the possession of firearms on statewide campuses by legal Georgia Firearms License holders.

Since that time, a rash of physical assaults and robberies against Georgia Tech students and employees (including at least one reported rape), as well as the carjacking of a Georgia State University student, has reignited the debate of whether twenty-one year old students, that pass state background checks in order to qualify for a Georgia Firearms License, should be permitted to carry firearms for personal safety while on campus. The Board of Regents seems content to relegate the safety of its students and employees to campus police and security, despite the fact that many of the recent instances occurred “off campus,” when victims were traveling to or from campus via private residences and businesses.
